Phazer
Roar, Whirlwind, Dragon Tail and Circle Throw force the target out, and everything it had set up leaves with it — boosts, Substitute, Focus Energy. That is a different answer from symmetric-stat-reset: phazing costs the opponent their turns rather than resetting the field, and it cannot touch your own side. Gated on bulky (280+ HP+Def+SpDef) because these moves are negative priority — you take the boosted hit first, then send it away.
